I just bought a 1990 525i and there appears to be a fuse missing. Should it be this way? My backup lights do not work, could this be related? See bottom left of photo.

Reversing lights are protected by fuse #12- 15amp (blue)
If your car is an automatic, the faulty switch is located next to the shifter. You will have to remove the shift handle, and the pad around the gear shift lever to access it. Chances are, it just needs cleaned to work again. If your car is a manual shift, the switch is located underneath beside the transmission.

Thank you for the back up light info. My car is an auto. Am I missing a fuse?

No Franks, you're missing a relay...=) The good news is that it's supposed to be vacant on the 89-90 models....
Now you can relax and work on that switch...=)

...a common fault is the wiring loom going along this hinge can contain broken or split wires that power the things at the rear of the car.
