Batteris or Capacitors(or neither?!)

My Speedo and tacho read about 4 times lower when I start the car in a morning, I can drive for as little as a mile (sometimes a bit further), and if I turn the engine off and restart, everything is fine. This has only started happening since the weather got cold at night.

I've read on bmwe34.net the capacitors on the circuit board may need replacing, Yet the Haynes manual suggests such problems stem from rechargable batteries in the readout/odometer module.

The strange thing is the econmy , temp and fuel are not affected.

Any suggestions?

Capacitors are in these models. Batteries are in older cars like the E23.
