Can the OBC be rebooted by just removing the -neg battery terminal? Thought there is some capacitor or other residuel power so the OBC needs further disconnection?

I don't think fuction21 is what I want. The OBC works for most functions (Code, Time, Temp) but the functions involving speed (Avg MPH) or Fuel Consumption (Avg MPG 1-2) don't seem to work or I can't figure how to use them. I've read the manual a dozen times and it just doesn't fly (end up with ----- on the display).
I thought a reboot (power off/on) might help by some miracle.

Any Ideas?

it has some vehicle related info that is used by OBC for making calculations on fuel consumption, gas tank available mileage and so, but what you refer may be related to the vehicle speed signal from the cluster.

Cluster gets the speed pulsating signal from the rear axle sensor, and converts it to a proportional signal for the speedometer, radio, GM, OBC, etc. OBC may be missing such signal.

A simple confirmation test would be to set the speed limit alarm in the OBC to the current vehicle speed, and verify it gets what is shown in the speedometer. If not working, then the signal may be missing.

As speedometer is working fine, I doubt the problem is on the cluster, so you may be missing the wire connection. It goes to OBC pin 7, Black/White wire.

Where can I get the pinout diagram for the OBC? By that I mean a when looking at the connector how to figure which pin is which. Already have the excellent link you posted else where:
