95 525ia tranny

Looked thru a few threads, and still have a q,,,,,,, my tranny sems to hesatate between shifts,,,and 1st to 2ns seems to be a rough shift,,,,,lurches.
is this indicative of just something simple as low tranny fluid,,,,bad filter,,,??
its a 95 525ia, 75kmiles,,,im not sure if the tranny has been looked at before i came to own it,,,,
