Wondering if they don't have something goofy setup with the brakes. Almost looks like he can brake the front and rear independently. Maybe even the left and right rear independently.
Also reminds me of the turns you can make around a dock with a twin screw boat.

Yeah, he can, with the handbrake.
I believe that's a Caterham 7. If that's the case, then it's got the Rover K-series 4-cylinder engine in it with a regular 5-speed box. Some 7s have bike engines with sequential gearboxes, but that didn't sound like a bike engine to me.
These events are popular in the UK, and the 7 absolutely rocks. Until recently (2-3 years ago) it held the production car Nurburgring record.

offroad buggies and sandrails... They are cutting brakes that allow you to independtly control the left or right rear brake making turns like this easy
Here's a sampling of cutting brakes available..

he makes it look totally effortless and I know theres more to it than no effort. This is the first time I saw anything like this.

..for once the intuition is right...
Never suspected that stuff would be on rails...but it makes sense.

he has some talent but that was pretty boring. would rather watch some 1000hp skylines/supras rip it up around a track any day
