Got a ticket for not having a front Lic Plate (live in CA) and after inspecting my front bumper it looks like there is an indentation of a plate frame with several holes in the center. Do I need a bracket or something to fill that indentation before I can install the plate??

covering the plate well?
I am also supposed the have a front plate, but if the car has a filler panel or no place to put a plate, they will sometimes let you slide.

What's a filler panel and where could I get one?
