auto body back/slide hammer.
drill a pilot hole for the self tapping screw, drive in the screw and hook up back/slide hammer, couple sildes and out they come.
Clean up the hole, drive in some new brass plugs with a light coat of sealer and your back in business

It is a common auto body tool. (can also be modified for car theft too)

standard procedure in every shop and machine shop i've worked in is to take a drift punch usually about a 3/8 diameter flat drift not a center punch. And put it on the outside edge of the freeze plug

Bill's method is the only one I have ever used on countless plugs myself, I tried the slide hammer method, and aside from being slow, the screw will sometimes rip out and you have to drill a new hole maing it slower. Don't worry about knocking them all the way in. They will ovalize when they get knocked in, and you can still hook them out with a pair of vise grips.

real stubborn ones you can drill a hole on the side, insert big screwdriver and pry out.
