Anyone elses ICV make noise?

It sounds like my ICV is making noise. I cannot hear it when driving and idling its fine too, but if I rev the car up a bit and let the revs fall, after the engine RPMs fall to around idle range I hear a "werrrrr" for like 1 second. Sounds like ICV?

i have that same sorta sound but i can also hear it while driving too...i always thought it was the a/c

never herd one make any noise that could be herd over the sound of the engine

Could that be my weird noise? I have a "hissss" that I can hear very clearly in the cabin. It's loudest when I just let off the throttle (like cruising on the highway), but it's audible at pretty much any RPM.
