OBC Blues

Just purchased an 89 535. Cannot get the obc to display on the dash with the use of the stalk. my idiot ldisplays show up such as clock on the hour chime, low coolant etc. cannot perform the stomp codes either. I do not have a phone in the car nor do I believe it had one. I checked the ohms at the stalk and showed continuity when depressed. Where do I go from here?

Yes, Have tried every conceivable combination of what they show in the manual. No Luck. I also canoot calibrate the miles per gallon. It shows me getting 7.2 miles per gallon now. Printed out the thread to change but I cannot get it out of the locked phase.
