Rust under spare tire

I noticed some rust starting to form under the spare. What's the best way to take care of this? Should I sand it down and get some touch up paint (or just some generic black spray paint)?

I would try that rust converter stuff, supposed to work miricles, then paint it.

This is a very easy area to clean and lightly sand, so i would buy a small can of POR-15 and go to town. I just did this last winter as i found a few small spots starting to rust where the spare was slowly wearing through the paint. I piled the POR-15 on where the tire makes contact so i wouldn't be back for a looooooong time ;)
