Could *just* a missing plastic surround/shroud cause this ?
If getting/fitting a new plastic shroud would cure it, wouldn't that keep the moisture in, thats already in there (if it keeps it out).

okay, that doesn't have anything to do with it at all.
heat them up with a hair drier for a while to get the moisture to evaporate out the vent tubes or remove the bulb sockets. are the bulb sockets sealing good with the O rings?
