saw this on ebay, seems way to cheap, is this some kind of scam i dont know about?

Pretty much. You can email the seller and see what he says.
You'd be better off to notify Ebay's fraud department. But this stuff is commonplace.
Yeah, looks like the seller is wanting to make a quick buck... and run. PayPal and never be seen again :)

an ebay member for almost a year, all but one thing was bought which i believe was a $400 paint ball gun which he could have sold to a friend. Looks questionable but who knows?

+1 vote for accident repair. Front bumper and hood don't line up well. Rear bumper gap seems a bit too big as well.

Damn scammers... I had someone try to use a fake CC and fake Paypal site to try and screwme out of a laptop.
