Federal Regulations on Sulfur Levels

I spoke to the Fuels Quality Manager from ExxonMobil and these are the following nationwide Federal Regulations for Sulfur levels in the U.S. Each state has it's only regulation but the following are Federal Regulations Nationwide.

ppm = parts per million

2003 500 ppm Maximum
2004 350 ppm Maximum (120 avg)
2005 300 ppm Maximum (90 avg)
2006 avg of 30 ppm

tell me how many exclusions you find in this document of one of the revised regulations since the original tier II specs were rewritten by the Bush admin.. And California has been at 30 ppm or less for more than 10 years and they still have nikasil failures... Most of these areas across the country are allowed more than 10 times as much or much more even.

Its gotten much harder to locate any of this info on the epa site I have noticed... hmm wonder why that is...
And the definition for small refinery's who are exempt from these standards until 2007 is "less than 1500 employee's and output of less than 155,000 barrels per day"

already have those....none of which has anymore info on nikasil failures, its almost a 10 year old problem for them, its considered a dead issue...
