Put gas in it.
Just kidding. Try pulling the sending unit from the gas tank and testing it. Thats what went on my '86 dodge diplomat...though thats like comparing apples to....finely tuned german machinery, but its not a bad place to look

If only! It was my first car, my grandma gave it to me when i was 14...drive it till shortly after i was 17 and bought a pearl white 97 audi a4...2.8q, 5 speed, leather...beastly. I loved that dodge, she never really let me down, but by the time i sold it to some yutz who put it in a demo derby, about 23% of the car was JB weld, Duct tape, and various forms of wire (baling wire, chicken wire, etc)

the sender in the tank has probably come apart and the float is stuck, sometimes you can snap (or epoxy depending on style of unit) it back together
