when i start the car and its cold outside and i turn the wheel its shaky and feels unstable... thats without having the car move.
any ideas on why that is?

oh ya and after having the car run for like 10-30 seconds it dosent do it anymore

When I first bought my car it also had some wierd vibrations mostly in the seat but steering wheel a little too. I replaced motor mounts and transmission mounts. That cured it.
Flush the power steering fluid and be sure the belt is tight

Your power steering has to warm up
edit: I was always under the assumption it puts a lot of strain on the power steering pump when you turn the wheel without at least slightly rolling.

if your fluid is CHF11s, its contaminated.
if its ATF, get a better ATF like Redline D4 that operates at very low temps.

oh... i had refilled the liquid recently, maybe it was CHF11, and i contaminated it?
i used D4

D4 and 11s are not compatible, if they mixed bad things are happening

it creates a wax solid particulate that clogs the oil passages
