Will the M-Tech 3 wheel fit on an E34?

Pretty sure, yes.
I think it was the sports wheel overseas.

I believe it was OE on at least some late model M5 3.8's.
IMO it is the best looking wheel I've seen on any E34.

If you have an airbag-equipped steering wheel, then you can swap it over.
In some markets, this wheel was an optional extra.
The first owner of my car opted for one, and I'm glad she did because I too think it's the best looking steering wheel for the E34 (said with bias ;)), and much better than the "bus" steering wheels on most E34s and E36s.
Mind you, the wheel pic that you posted is a little different to the one installed on mine, the central 'hub' is the same but yours has different grip material. The connection (hopefully) should still be the same.
Here is my wheel:

Ahh everything's backwards! j/k
Thats a nice looking wheel. How much smaller is it than the stock school bus wheel?

Just small enough to obscure the 70-90 mark on the speedo if you've got your seat cranked up high...

Oh, I had thought it was the same size as the bus steering wheel!
Now it's on my future mod list. :)

That's good to know because I just bought one. It has Perforated leather at the grip points and the M-Color threads

Blame the English!

How about if my seat is way down? My current wheel blocks the lcd the way I sit.

I've never had a problem with lower visability... though I suppose I'm quite tall and cant put the seat 'too low' if you see what I mean...
EDIT : Also I tend to 'sprawl' in the drivers seat quite happily on long trips - seat tilted back in a lazy position and not had problems with visibility...
