Mass tinted windows %

Alright i don't know if anyone here is from mass. or would know this. I got stopped today for my windows being to dark. now first of all when he tested them he only had me roll down the front and back drivers side, i thought it was supposed to be open all doors roll them down 1/2 way. which is the proper way to measure the tint % and what is it for mass??
