OT new pc setup help

My sister bought a pc without an operating system and also purchased a winxp disk. I cannot get this POS to boot for the life of me. I have been out of the loop for a bit but cannot figure it out. The MB is an ECS L7VMM3 and went into the bios and everything seems to be setup to be able to boot from CD or floppy, neither of which even light. They are hooked up and light upon initial powerup but do not boot. did I mention HELP!!!? I think its an idiot problem myself but the installer fails to recognize that so far.

Any help would be appreciated.

another jam tho, the sister dont believe in copied operating systems but threw out her original box with the serial numbers, now she has a choice to buy the same crap, me to install win98SE or to locate and purchase win98se with original serials...I would have been done hours ago. live and learn, the same addage family and friends get charged double.

I couldnt do that to her though.
