On the diagram for the M-tech sideskirts:

#11, do i have to have that to install Mtech sideskirts?

Number 11 is the drill guide made of thin plastic. It allows the precise location of where to drill for the clips. You do not need the guide, but then you need to carefully place the holes. I would suggest to try to order the guide so you can precisely locate all the necessay holes for the clips.

Oh ok, but how do I "bolt down" the top middle portion where those clips would be?

There's enough play in the hardware that you can install them without the guide if you are careful with it. See my writeup on bmw4life.com.
