I have a rebuilt title on my e34, the SRS light is on 24/7. Does that mean the car has no air bag? Because if that is the case I would rather put another steering wheel on the car.

Could be. However, the srs light can be activated for many reasons such as a seat belt sensor. A dealer or indy can test your srs system for faults and possibly reset the light.

The SRS light can be on if the seat was removed while the battery was still in the car. Or if the steering wheel was removed while the battery was still in the car. Or if the passenger side sensor mat has gone bad. Or if Ross says the seat belt tensioner isn't ok anymore. And I'm sure there's another reason or two why it could be on. Have the codes read and then have the light reset. It's probably just that something was disconnected with the car still energized.
