Does the 4 bolt steering coupling loosen?

I noticed on the etk there is a steering coupling under the dash near the top of the steering column. It is a rubber like disk that is connected by four bolts. Looks like two on the column and two on the steering wheel assembly.

Do these ever come loose and create steering play. Are there any indications they are loose such as a rattle. It is about an $18 part

If the steering developes a "klunk-klunk" when rotating the wheel back and forth, at the center, this usually means that a bolt on the column, right below the dash needs to be tightened- an easy job.
