I installed new rocker arms and shafts, and clean the springs and washers. Everything is lubed. Now one thing that happens is that the shafts will slide out a bit from the pressure of the springs: the exhaust shafts slide toward the front of the head the the intake shafts slide toward the rear. I have to use some head bolts to stop them from sliding out more.

As a result, the exhaust rocker arm excentrics are slightly off center from the valve tip as reference by the red line.

and so are the intake rocker arm excentrics.

Both sides seem to be off from center tip by 20 to 30 mils. Is this normal?
