Wires in fuse box area?

I was checking out my fuses and I have some wires in my fuse area which I don't think belong there. When I turn on my head lights the Low Beam light signal is allways on on the dash, . The low beams are working but very dim. No blown fuses. I'm thinking someone placed these in for the previous owner but I'm wondering why and don't want to disable anything because I need the car for transportation. Any Ideas?

For sure not OEM. Looks that the previous owner made some by-pass repairs to solve a problem.
Under the cover of the fuse box there is a sticker for what the fuses are. That gives you a first clue.
Then I would remove each wire step by step and see what happens. And then you have to find where these wires go.
