Entirely a possibility. I guess the only way to check is to pull the thing apart and replace it with a known working actuator.

Be sure to have a stubby 8mm when going in there -- the hex head screws face outwards, making it somewhat awkward to get at for removal and reinstallation. A magnet is also a good idea, for when the screws fall and get caught in the unreachable lower door crease.
