Anyone know where I can get a hold of a set of the m-tech skirts (front, 2 side skirts and rear skirt) like off of the 535is for an 89' e34 535i......preferably for cheap?

The front and rears are going to be really hard (assuming you mean the ones that were on the non-USA 535i Sports that were shared with the "everywhere" M5). They look just like M5 fronts and rears and as such command a high price. The side skirts though can be had from any 1995 E34. Call around to a few wreckers, I'm sure you can find a set.

Are you in LA? i have set of sideskirts from an M5. never got a chance to install maybe interested in selling. PM me.
