Default Heating Issues - Any thoughts?

I've got lots of heat but only on the highest temp setting. (Fans works fine) It seems that the temperature controls don't properly regulate the output temp. of the vents. I was initially thinking it could be the heater valves but from reading past posts it seems they normally fail in an open position (i.e. no heat) I have plenty of heat just no control of it other then Full on or Full off. Ideas? Similar experience? Thanks

Heater valves can get stuck in any position.
    But:
By setting it to full high with the click in the setting or on full off, the power to the valves is interruped = valves are fully open= they move in case of your car.
So it is something in the control panel, or the temp sensor behind the control panel is out of order or completely dirty.

On my website I have about 52 pages IHKA training program for technicians, 2.09 MB, but it is in German.
Nevertheless, have a look at it

It might be the electronic switches you have on the dash board. They might not probably sending the right signal to the heating system to work.

Noticed the little grill/opening beside the heater dials was "fuzzy" looking this morning. I suspect there is plenty of dirt inside. What is the best way to clean the vent and sensor. I will use my shop vac to start.
