Default Passenger Low beam not working

Found out tonight that the low beam on the passenger side is not working. Check the ground and its ok. Checked the voltage across the wires and got 11.20volts. Checked the voltage on the drivers side low beam and got 13.20volts. I switched bulbs drivers side for passenger side and both bulbs burned on the driver side but not on the passenger side. What the heck is going on. Shouldn't the halogen bulb burn at 11.20volts?

Most probably LKM, the low beam relay in the LKM is a double contact.

it was as you said the LKM module. Started trying to resolder and found out that the relay on the brights was burned up. So it looks like I will need a replacement LKM module.

    Thanks for the info
