you are probably looking at replacing the ballast. Try swapping bulbs side to side to make sure, and or the ballast themselves but I'd lay money your ballast went **** up.
One of my lights is inoperable right now. Earlier in the week, the lights were fine...but today the light didnt fire up, but blew a fuse. I replaced the fuse, but it blew immediately. Could a short in the ballast cause this? It looks like water got to it as the casing is a little dirty and has slight rust coloration. Any other thoughts on where a short may occur?

If you disconnect the ballast, does the fuse still blow?
Like eagle said... if you swap ballast around, does the fuse blow on that side?
