    Default Pulsating Dash lights

    When I have the headlights on all the dash lights on my 520 noticeably 'pulse' between bright and not so bright.
    It may also be effecting the brightness of the headlights themselves, but I can't be certain I' not imagining that.

    The rate of the pulse is roughly twice a second.

    I'm guessing a voltage regulation issue somewhere.

    Any thoughts?

    OP: sounds like one phase of the voltage regulator is iffy/going out

    This typically happens when the diode trio on the back of the alternator starts going bad. Take the alternator out and have it tested at an Oreilly or Autozone like place and they can verify that.
